Non Profit Business Plan

I need to be at 425 I St. NW at 8:00am on 3/21/07 & 3/22/07. I can only spend 188 per night on a hotel. I was planning on staying close and walking, but no hotels offer that goverment rate. Where should I stay and how would I get to my meetings.
